Exciting changes are coming to Accessory Dwelling Unit (ADU) development in Massachusetts! This 2-hour webinar provides a comprehensive overview of the state’s new ADU laws, which went into effect on February 2, 2025.
With the passage of the Affordable Homes Act in 2024, all cities in Massachusetts are now required to update their ADU codes, including: Allowing ADUs statewide, dropping owner-occupancy requirements, eliminating off-street parking mandates, and allowing detached ADUs up to 900 sq. ft. by-right.
This session was led by Kol Peterson, ADU legislation consultant and advocate, and Chris Lee, Massachusetts ADU developer with Backyard ADUs. They covered the opportunities and barriers to ADU development under this new law and how these changes impact zoning and development entitlements across the state.

Washington ADU Zoning Updates: HB1337

Washington House Bill 1337 was passed into law in 2023, thereby requiring Washington cities to update their ADU codes to allow two ADUs, drop owner occupancy, eliminate off-street parking requirements, allow condoization, and reduce impact fees by 50% for ADUs. This law will supersede all existing municipal standards.
This webinar recording provides an overview of the state law by the Department of Commerce, the authority that administers statewide housing laws in Washington. The presenters will cover how this law is being rolled out in practice by municipalities.

Portland’s Residential Zoning Updates: RIP 2

The city of Portland passed the Portland Residential Infill Project 2 in July, 2022. This completed the 2nd phase of a substantial overhaul of residential zoning regulations.
This class covers how these residential zoning regulations under the Portland Residential Infill Project & House Bill 2001 dramatically changes what can be done with most Portland properties, including subdividing lots using a middle housing land division, or building and condoizing a fourplex or a cottage cluster. There will be an emphasis on the Portland Residential Infill Project Phase II and its impact on the development of Middle Housing.

Middle Housing Zoning Updates for Bend and Beyond

Learn about the impacts of HB2001 & SB458 in Bend, Oregon and all large cities in Oregon. Oregon House Bill 2001 was passed into law in 2019 thereby requiring Oregon cities with more than 2,500 people to update their ADU codes to eliminate occupancy requirements and off-street parking requirements as of January 2020. The city of Bend’s code was updated on November 5, 2021 to reflect this change, while HB2001 and went into effect statewide on July 1st, 2022. This class covers how these new residential zoning regulations under HB2001 dramatically changed what can be done on residential properties, including duplexes, triplexes, quadplexes, townhouses and cottage clusters.
Simultaneously, Oregon Senate Bill 458 went into effect statewide on July 1, 2022 which allows for fee simple land divisions of middle housing. This will allow a lot to be divided into multiple smaller lots, which will hopefully foster the creation of lower cost housing options in rapidly appreciating markets like Bend.
